Hugh Morris is a 21 year veteran of law enforcement with the Arapahoe County Colorado Sheriff's Office, retired in December of 2011. Prior to Law Enforcement worked for Honeywell Test InstrumentsDivision, 20 years, in positions from Lab Technician to Process Engineering. Assignments include: Traffic Accident Reconstruction and Investigation - Traffic Unit. Responsible for investigating, documenting and reconstruction of accidents that occurred within the jurisdiction of the City of Centennial, Colorado. Investigation and reconstruction of Sheriff's Office vehicle accidents within the City of Centennial and unincorperated Arapahoe County, Colorado. Providing the necessary investigation and analysis to file the appropriate documentation with the District Attorney's Office for search warrants and criminal charges. He has over 600 hours of training in accident investigation and reconstruction. He is recognized as an expert witness in Arapahoe County, Colorado in the area of accident reconstruction.
He has been an instructor in Laser speed measurement, basic accident investigation (level I), firearms instructor (member of the governor's 20 1985-1990 PPC), Glock armor, member of Colorado Law Enforcement Firearms Instructor Association, graduate of the Crisis Intervention Team training. Certified to operate the Intoxilyzer 5000EN, and certified to administer Standardized Field Sobriety Tests.

Ed Hawkins
Ed Hawkins is a 42 - year veteran of law enforcement, serving 15 years with the Federal Bureau of Investigation (FBI) and 27 years with the Arapahoe County, Colorado Sheriff’s Office (ACSO), retiring December 2011. Assignments include: Traffic Accident Investigator -Traffic Unit Responsible for managing the investigation of all motor vehicle collisions occurring in the City of Centennial, Colorado. Collision investigations range from a simple property damage to Criminally Negligent Homicide. He has over 200 hours of Crash Data Retrieval (CDR) training since 2004, completing Technician, Advanced Technician and Analyst training. He has over 600 hours of training and instruction in the area of Traffic Accident Investigation and reconstruction. Other assignments include: Drug Recognition Expert Instructor for 21 years and DRE Agency Coordinator since 1991. He has been involved in the Drug Evaluation and Classification Program (DECP) in Colorado, Oregon, Minnesota, Oklahoma, Iowa, Nebraska, Johns Hopkins/NIDA (Laboratory Research) Baltimore, Maryland and with the Preusser Research Group (Technical Research) Bridgeport, Connecticut. He has instructed Horizontal Gaze Nystagmus (HGN) and Standardized Field Sobriety Testing (SFST), Drug Identification for the Educational Professional (DITEP), Drugs That Impair Driving and was a DRE Course Manager. He has over 2700 hours in training, teaching and research in the area of Drugs and Alcohol Impairment covering 23 states and the District of Columbia. He is a recipient of the Medal of Valor, Arapahoe County Sheriff’s Office. He has also received the State of Colorado Governor’s Achievement Award and Traffic Safety Hero for DUI Enforcement recognition. Graduate of Metropolitan State College, Denver, Colorado, with a Bachelor of Science Degree in Business Management and graduate work at the of University of Colorado in Criminal Justice Administration. He is a graduate of the FBI Academy, Quantico, Virginia. He was assigned as Adjunct Faculty for the Colorado State University, Division of Continuing Education. He has been a guest speaker at the National Conference on Highway Safety Priorities Lifesavers 10, and the National Sheriff’s Conference, on Alcohol and Drug Impairment. He is currently recognized as an expert in the County of Arapahoe, Colorado, in the area of Accident Reconstruction and Alcohol and Drug Impairment. He is a current member of the International Association of Chiefs of Police (IACP), and DRE Section.
